Create mail and store it in Outlook Express while offline

Issue: Customer says they want to be able to create mail and store 
it in Outlook Express while offline with their ISP.  They have 
followed the instructions in Q171240:How to Work Offline with 
Outlook Express, but it isn't working.  When they check File, 
Work Offline then create a message and select File, Send Later, 
it still tries to connect to the Internet instead of putting 
the created message in the Outbox.

Resolution: This is a known bug when trying to compose messages 
offline in Outlook Express.  It has to do with how we are 
creating the message ID.  It has been fixed in the 4.01 update.  
In the meantime, you can work around this problem by going into 
the Internet Explorer properties to the Connection tab and 
selecting "Connect to the Internet using a local area network".  
This will prevent the Connect To screen from coming up 
automatically when you select Send Later. The messages will then 
be stored in the Outbox as expected.  To send the messages later 
just select Tools, Send or Send and Receive.  At  that point we 
will bring up the Connect To screen, make our connection, send 
the messages then disconnect as long as that has been chosen as 
the article Q171240 instructed.
 
The drawback to this, of course, is that they will no longer get 
the Connect To screen when they click on the Internet Explorer 
Icon on the desktop. They will have to connect to their ISP 
first from the Dial-up Networking connectoid then start 
Internet Explorer.  Or, if they don't mind continually switching 
back and forth the connection type in Internet Explorer properties, 
they can do that too. 

NOTE: Although we can't tell the customer this, the 4.01 update 
is due to hit the web around the end of November.
