Hardware Problems - No POST No Video

Over the years, I have seen many different problems with computer hardware that turn out to be something else.

No POST. No Video.

Recently, I got my hands on a Dell XPS D333 that had the problem of no post, no video. After spending 5 hours going through the Dell troubleshooting, which includes removing all memory, hard drives, ISA, PCI cards, the AGP video card; I still had the same problem of no post no video and no beep codes. Tested the fan, which not not spinning, and it worked fine. Finally, it came down to one of two problems: the power supply or the motherboard (motherboards for Dell are NOT standard ATX boards). Since, the city in which I live in is notorious for not having stable voltage, current or frequency (the voltages range in Denton, TX from 140VAC to 65 VAC, and frequency ranges from 75 hz to 40hz. Normal is 110 - 120 VAC and frequency is 65 hz, This keeps a couple of local appliance dealers in business!) So, finally I robbed a power supply out of a Dell XPS P166v (same model number of power supply). More about Dell power Supplies later. After installing the power supply, I reinstalled the AGP video card and hooked up one of the hard drives and one stick of RAM. The monitor immediately went from flashing yellow led to a steady green, then the post started. I shut down the system, reinstalled the remaining RAM, PCI and ISA cards, and reconnected all drives and devices up. Due to everything that I had gone through I went through and ran Dell Diags (the 5 floppy disk set, if you own a Dell you best have them before you have trouble with your system!).
